Council Member Evelyn Tolbert was elected to the City Council on November 3, 1998 after having served on the Tracy Planning Commission. Ms. Tolbert represents the City of Tracy on the Deuel Prison Citizen Advisory Committee, the San Joaquin County Library Task Force, and the City-Chamber of Commerce Liaison Committee. As a Tracy City Council person, Evelyn Tolbert proposed and the Council approved and supported her vision for young people entitled "The Mayor's Community Youth Support Network" In response to the need for reasonably priced homes, Evelyn Tolbert proposed and the Council approved the "Equitable Affordable and Work Force Housing Program".

Evelyn Tolbert is active in the League of California Cities, having previously served as the 2nd Vice President of the Planning and Community Development Department and as a member of the Housing Opportunity Task Force. Evelyn Tolbert served for nine years as a Trustee of Sutter Tracy Memorial Hospital, and is a member of "The Pillar Society" a group of donors who contributed $10,000 or more for community benefits. Evelyn Tolbert was a principal figure in the formation of the Tracy Youth Advisory Commission and remains a strong, active supporter of our young people. She created "Legislature Day" which is an annual event in which elected officials speak to high school students.

Evelyn was a founding member of The Golden Agers, a senior service group, and currently serves as the co-Activity Director. As a member of The Golden Agers, Evelyn Tolbert created and proposed the "Enhancing Access For Older Americans Forum" held during May, which is National Older Americans Month. In conjunction with The Golden Agers Board, Evelyn Tolbert created the Rev. West Scholarship Fund which provides support to those targeting assistance to senior citizens as a career. Evelyn is Founder and Past President of the Tracy Women's Forum Association, which began in 1999. The Tracy Women's Forum Association presents a women's conference each year, during March, which is National Women's History Month. Evelyn Tolbert is the Volunteer Coordinator of the Tracy Habitat for Humanity organization. Evelyn is also an active member of the Tracy Women's Club, the West Side Pioneers, and the Tracy Area Genealogy Society.

Evelyn Tolbert founded a scholarship program for female high school seniors in Tracy, California to encourage them to enter into politics and policy-making careers.


Evelyn earned a baccalaureate of Psychology and Liberal Arts from San Jose State University graduating magna cum laude. She also earned a Masters of Public Administration from San Jose State University. Evelyn Tolbert graduated with a Doctor of Jurisprudence from the Law School of the University of Santa Clara.
Evelyn is an inactive California attorney, a credentialed community college instructor, and worked as a manager for the City of San Jose for over 20 years.

Evelyn founded the Tracy Performing Arts Foundation that produces the musical she creates each year entitled "Tracy, Our Town, USA." Evelyn writes the book, the song lyrics and the music for the musical, which is produced each September in honor of Founder's Day with all proceeds going to support Tracy performing arts. Evelyn Tolbert, in conjunction with the Tracy Performing Arts Foundation Board created the "Star Quest" and the Tracy Performing Arts Foundation Scholarship programs.

Evelyn Tolbert is the recipient of many awards for her tireless community service, including the "Citizen of the Year" in 2004, and the inaugural Rosa Parks Award of Excellence in March, 2007.

Evelyn has four children and is the proud grandmother of eleven. She is an active member of the Good News Missionary Baptist Church in Tracy.
