Residential Utilities

General Information

The City of Tracy provides water and sewage, and contracts with Tracy Disposal Service for garbage pick-up. Accounts may be opened in person at the Finance Department located in City Hall. Or, the Residential Utilities Sign Up Form may be faxed to City of Tracy, Finance Department at (209) 831-6846.

Deposit

A $80 deposit is required from all residents who rent or lease a home. The deposit shall be applied to the closing bill upon moving and any remaining credit will be refunded. If the customer later purchases same home, then the deposit will be applied as a payment to the utility account after a city review of purchase documents. If the customer moves to a new city service location, a new account will be opened and a new deposit will be required to start services. The deposit will not earn interest.

Statement

Utility bills for the prior month's use are mailed to customers monthly. All bills are due upon receipt. Any charges not paid by the delinquent date specified on the bill will be subject to a 10% penalty or $6, whichever is greater. In addition, accounts more than 45 days delinquent may be processed for disconnection. A $35.00 processing fee plus all balances owing will be required to maintain and/or restore service. There is a $15.00 charge for all returned payments and once three (3) returned payments are received from a customer, the City of Tracy may request cash payment for all future transactions. Only City personnel are authorized to disconnect or reconnect water service at the meter, any damage caused by unauthorized tampering may be subject to other fees.

Closing Accounts

It is your responsibility to notify the City when you move or wish any changes made in your account. The water meter will be read within 1 business day of your requested closing date or receipt of your request, whichever is later.The closing date, and the closing bill will be prorated for the prior month's service. Requests may be made by phone or in person to the Finance Department, located in City Hall. Or, a Request to Close Utilities Form may be faxed to the Finance Department at (209)831-6846. Please Note: Property owners are responsible for basic monthly service fees on any vacant properties. An account for vacant property will not be closed.

Low Income Assistance

Reduced rates for qualified low income customers is available. Inquire at the Finance Department located in City Hall, or download the Low Income Rate Assistance Application, complete as outlined on form and submit to the Finance Department for approval.

PreAuthorized Payment Service (PAP)

PreAuthorized Payment Service is available to those wishing to have payments taken automatically from their checking accounts each month. Payments will be deducted from the specified checking account on the delinquent date of the bill each month. To sign up, inquire by phone or in person at the Finance Department, located inside City Hall. Or, download the Authorization For Automatic Payment of Utility Bill Form. Complete all sections, sign the form, attach a voided check and return to the Finance Department, located inside City Hall. Important: Continue to pay from your utility bill each month, until the notice "*AUTOPAY:* DO NOT PAY" appears on your billing statement.

eCare Electronic Paperless Billing

Through eCare you may pay your bill online with a credit card (Visa or Mastercard). eCare is available, free of charge, to all residential customers. eCare provides you with an electronic version of your paper bill that can be viewed and printed securely from your computer via the internet. Through eCare you can also view your billing, service and payment history. An email will notify you each month when a new bill has posted to your account and is ready for viewing. Online credit card payments are not recurring and you must check your online billing statement monthly and authorize payment by the delinquent date. Payments received past the delinquent date will be subject to late fees/penalties. With eCare paperless billing you can choose to pay online, mail or drop off a payment to our office, or use the PreAuthorized Payment service which debits your checking account each month. Online paperless statements offer the same flexibility of paper bills, with the added bonus of being able to pay online by credit card. Have your billing statement handy when signing up.

Additional household garbage must be prearranged by calling Tracy Disposal at (209) 835-0601, additional charges will apply.

Tracy Disposal has a franchise agreement with the City of Tracy to provide garbage service which also includes the curbside collection of recyclables and yard waste. Collection begins at 4:00 a.m. in some areas of the city. It is, therefore, recommended that toters be taken out to the curb the night prior to pickup. Residents are required to wheel toters out to the curb on the appropriate garbage day, and once emptied, to remove the toters from the curb as soon as possible. Special handling is provided for disabled households. For this service, "disabled households" shall mean those households composed entirely of persons who, by reason of a disability, are unable to wheel toters or carry recycling bins to the curbside for collection. Garbage is picked up once a week in the green toter. Both recyclalables (in the blue toter) and yard waste (in the brown toter) are picked up every other week on alternating weeks according to your east/west designation. All yard and garden waste must be placed inside the brown toter. Yard waste not in the toter will not be picked up.

Recyclables for the curbside recycling program include glass bottles and jars, tin, steel aluminum cans, clear plastic containers, and newspapers and cardboard. Extra newspapers or other recyclables can be placed in grocery bags. Cardboard boxes must be flattened for ease of collection and must be able to fit in recycling toter.

Toters have a serial number which each resident should record. The serial number has also been recorded by Tracy Disposal for inventory and security purposes. Toters will be repaired or replaced at no additional cost provided that the damage was not due to customer misuse or negligence. Lost or stolen toters or bins will also be replaced at no cost.

A Material Recovery Facility and Transfer Station is located at 30703 South MacArthur Drive about one mile south of Linne Road. The MRF is open to the public to accept additional waste in much the same way as a landfill would. A recycling buy back center is located at the MRF. For more information, call (209) 832-2355.

Household hazardous waste (paint, oil, oil filters, household chemicals) will be collected at special collection events (at no additional cost) around the County. Tracy usually has two collection events each year.

Other services provided include spring clean-up (usually in April), fall clean-up (usually in October), street sweeping service and leaf pick up in the fall.

To make a deposit, you may fax the sign up form and include a Mastercard or VISA account number to charge, in the space provided. Or, return the completed form along with $80.00 to the City of Tracy Finance Department, located inside City Hall. A night depository is also available for after-hours drop off.
